Oklahoma County files asset forfeiture to seize $10k from MWC Prostitute

5/23/2018 - OKC, OK -- The Oklahoma County district attorney's office is seeking to legally steal seize over $10,000 from an alleged prostitute and business owner that was recently busted in a Midwest City massage parlor.

According to court records, on May 3, the Oklahoma County DA's office filed a 'Notice of Seizure and Intended Forfeiture' against cash in the amount of $10,565.00.

Oklahoma County claims the cash was derived from the prostitution activities of Zhifeng Lv.

According to a probable cause affidavit, on April 10th of this year, undercover Midwest City police officer Jeff Doty was out and about, on the tax payer's dime, seeking hand jobs, blow jobs and more at area massage parlors. Around 3:15 p.m. officer creeper Doty strolled into the China Doll Massage Parlor, located at 1200 S. Air Depot. According to public records, this business was previously known as Massage 4U.

Doty was greeted by Zhifeng, 52, who told him she was with another client and he'd need to wait. About 30 minutes later Zhifeng returned and Doty said he wanted a 30-minute massage. Zhifeng collected $60 from Doty and told him to get undressed and lie on his back for a 'front massage.'

According to officer Doty, "[Zhifeng] immediately took off the towel that was covering me and grazed my penis with her hands. I asked how much for sex and she told me $120."

Zhifeng then took the officer's $120 and briefly left the room. When she returned she reportedly asked officer Doty if he had a condom - to which he replied "you betcha." JohnTV actually has no idea what officer Doty said, but apparently he "placed a call to investigators that were conducting surveillance outside." 

Naked (and most likely erect) officer Doty then proceeded to tell Zhifeng that he was a police officer and she was under arrest. JohnTV has no idea what orifice officer Doty hid his badge and gun in.

When officers went looking for the cash they had given Zhifeng, they discovered $10,565 in her purse. Naturally, police assume this money (approx. 59 sex acts worth) is all criminal proceeds and they took it.

According to the Oklahoma County Jail, Zhifeng was never booked into their facility - which means she must have been either released in the field or she was released while being briefly detained at the Midwest City police department 70 inmate jail. Because of this, no mugshot of Zhifeng is readily available.

On May 16, Zhifeng was formally charged in Oklahoma County with one count of misdemeanor prostitution.

The official probable cause affidavit notes, "This establishment has received multiple violations for engaging in acts of prostitution for several years now." Which begs the question, the hell hasn't the city or county deemed this business a public nuisance and shut it down? Maybe the $10,000 cash grab is the most obvious answer.

According to court records, China Doll isn't the only massage parlor Zhifeng has operated.

a 2018 civil case in Oklahoma County lists Zhifeng as the leasee of Nice 7 Spa in the Windsor Hills Shopping Center in the 4600 block of NW 23rd in Oklahoma City. In that case, the landlord accused Zhifeng and other defendants of 'breach of lease' due to prostitution activities. According to the plaintiff, Oklahoma City police twice contacted them to inform them that they had conducted stings and individuals had been arrested.

According to the plaintiff, on Aug. 9, 2016 police sent Zhifeng and the landlord a 'Notice to Abate' due to prostitution activities occurring within the leased property.

On Feb. 2, 2018 police called and informed the landlord that Zhifeng had been arrested on Jan 31, 2018 for offering to engage sexual activities.

Zhifeng and other defendants were consequently evicted from the Windsor Hills property and ordered to pay the remainder of their lease agreement - $11,880.
