11/2/2016 - Yukon, OK -- A married Oklahoma attorney with a local leadership role within the Boy Scouts of America has pleaded 'no contest' to soliciting prostitution from a client. A client who seems to have been 'game' if only the lawyer wasn't such a tight-wad.
JohnTV previously reported on the arrest and allegations against 49-year old husband and father Wendall 'Mark' Hixson.
According to court records, Hixson was actively soliciting sex in exchange for legal services from former client and current felon, 25-year old Sissy Shea Roach of El Reno.
It seems Hixson's perverse activities were uncovered after police were called to Roach's home on Aug. 8 in regard to a domestic disturbance she was having with her boyfriend.
While police were investigating the domestic disturbance call they arrested Roach for being in possession of a CDS in the presence of a minor (her own child) and possession of drug paraphernalia.
While processing Roach (and snooping through her phone), investigators say a text message was received from Hixson. That ill-timed text had a domino effect that landed Hixson in a Canadian County courtroom pleading 'no contest' to two counts of soliciting prostitution.
You see, it seems that on more than one occasion Hixson sent text messages to Roach in an attempt to get her to have sex with him for cash. Only problem seemed to be that Hixson wasn't willing to offer Roach enough dinero to spark her interest. Specifically, Hixson offered $100 and Roach responded, "Oh wow, that's insulting." To be clear, Roach, who admitted to sending partially nude photos to Hixson, was insulted by the amount, not the fact Hixson saw her as a prostitute.
Later, Hixson tried again, this time offering his legal services in exchange for Roach's illegal services.

On Halloween day, Hixson quietly pleaded no contest and was sentenced to a one-year deferred and community service - which he apparently completed prior to his plea. Hixson was also ordered to pay a $200 fine and court costs.
And what did Roach get for her cooperation in nabbing Hixson? She got formally charged on Aug. 11, with felony possession of CDS in the presence of a minor and unlawful possession of drug paraphernalia.
Roach is next scheduled to appear in court on Nov. 21.
No word yet if the Oklahoma Bar Association has plans to take any formal action against Hixson.
Hixson's address has apparently changed as of late. Court records now show Hixson residing in the 300 block of Garth Brooks Blvd. in Yukon.
As first revealed by JohnTV, in 2014 Hixson was appointed by Oklahoma Governor Mary Fallin to serve as a member of the Board of the Office of Juvenile Affairs (see bottom of this article). *Hixson's photo and name were removed from the Office of Juvenile Affairs website after JohnTV pointed out his affiliation.
Hixson has since resigned from the Office of Juvenile Affairs - effective immediately.
The OJA issued this brief statement...
"This is an unfortunate situation and our board and all agency staff members are mindful of and all impacted by these alleged allegations...We look forward to welcoming a future colleague to the board as the statutory appointment and confirmation process unfolds."
According to Hixson's Facebook profile, he is also heavily involved in the Boy Scouts of America.
A quick Google search of "Mark Hixson Boy Scouts of America" results in several publication of the BSA that mention Hixson's leadership role within their organization.
According to the Redland Daily Facts, recently before Hixson pleaded 'no contest' to his two prostitution charges, he was giving the invocation and benediction at a Boy Scout Troop 14 Eagle Court of Honor program awarding an Oklahoma youth with the rank of Eagle Scout.
Also according to the Boy Scouts of America, Hixson is listed as a 'district staffer' in the 2016 Will Rogers district directory. A 2014 directory lists Hixson as the chariman of the Eagle Scout Will Rogers District.

Ironically enough, the 'about' section of their page reads, "The mission of the Boy Scouts of America is to prepare young people to make ethical and moral choices over their lifetimes by instilling in them the values of the Scout Oath and Law.
Guess they weren't able to instill those character traits into Hixson. Let's hope the youth under his direction don't learn by his example.
