7/16/2016 (updated 7/21/2016) - OKC, OK -- One man and three women have been charged in Oklahoma County with operating an organized prostitution ring in the metro. The ringleader, who is still on the run, has been identified as a registered sex offender who served time in federal prison for prostituting children.
According to a probable cause affidavit, the investigation began after a Oklahoma City woman, identified as M.M., contacted police after "she and her staff were concerned that [two girls patronizing their business] were being prostituted and [were] possibly juveniles." The woman reported that they overheard the two girls talking about if "he" would allow two red heads.
Based on the information provided by M.M., in Oct. of 2015, a Oklahoma City Police detective reportedly identified 28-year-old registered sex offender Exsavior Antwan Phillips, aka 'Finesse', as a pimp who was working with at least two women - identified as Crista Lynn Rice, 22, and Samantha Morton, 20. Law enforcement was also able to locate prostitution ads on Backpage.com for both Rice and Morton. However, no arrests were made at that time.
On April 19, 2016, an undercover officer with the Oklahoma City Police department's Vice Unit utilized Backpage.com to make arrangements to meet with Rice, aka 'Chrystal.' Rice directed the undercover officer to an apartment near NW 122nd and N. Rockwell - reportedly rented by 33-year-old Amanda Darlene Creel.
Once inside the apartment, Rice and Creel allegedly agreed to sexual intercourse in exchange for $180.
Backup officers made entry into the apartment and Rice and Creel were placed under arrest for offering to engage in prostitution, possession of marijuana and maintaining a house of prostitution.
On April 27, 2016, an undercover Vice officer made arrangements through Backpage.com to meet with Samantha 'Shannon' Ann Morton. The undercover detective was directed to a motel near 122nd and I-35.
Once inside the motel room, Morton allegedly agreed to provide sexual intercourse in exchange for $150 and was placed under arrest.
As the undercover officer was meeting with and arresting Morton, additional officers conducting surveillance in the motel parking lot witnessed Exsavior Phillips in a 2011 white BMW acting as a lookout.
After Phillips became suspicious that Morton was being arrested, he left the motel and parked at a nearby gas station. It was there that officers detained and arrested Phillips.
While processing Phillips, officers recovered $371 in alleged criminal proceeds and bond paperwork for Morton out of Tulsa County for prostitution. Officers also found Phillips to be in possession of Creel's driver's license, Rice's Oklahoma ID card and a healthcare card for Rice's daughter. A letter was also recovered from Phillips' BMW that was authored by a female who referred to Phillips "Daddy" - a name pimps often require their prostitutes to call them.
Detectives report that during Phillips' arrest he admitted that he had previously served 125 months in federal prison for prostituting juveniles. Detectives confirmed this by contacting Phillips' probation officer.
Detectives learned that Phillips had been left his father's home after he passed away. The home, located in the 8600 block of NE 46th in Spencer, OK, has an $800/month mortgage Phillips has been paying - despite reporting no legal employment or income to his probation officer.
Detectives executed a search warrant on Phillips' residence.
As a result of the search warrant, detectives located additional evidence they claim proves Phillips was working as a pimp; including, but not limited to, several large boxes of condoms, paperwork showing Phillips purchased his BMW for over $40,000, women's clothing, medicine in Rice's name, Morton's birth certificate and evidence of greyhound bus tickets out of state. In addition, two commercial gambling machines were found in Phillips' garage.
Detectives note in their reports that when they reviewed Oklahoma County Jail phone calls placed by Morton and Rice, that it was obvious they were involved in prostitution and were "extremely worried about making money for Phillips."
On May 27, 2016, Exsavior Phillips ('Finesse'), Samantha Morton and Crysta Rice were formally charged in Oklahoma County with felony conspiracy to commit a felony (pandering). Phillips was also charged with an additional felony pandering charge.
Both Rice and Creel were formally charged on June 21, 2016 with possession of marijuana. Rice was also charged with offering to engage in prostitution and Creel with aiding and abetting prostitution.
Online records show there are currently arrest warrants outstanding for Phillips, Morton and Creel.
Rice is currently out on bond. No other criminal charges in Oklahoma could be found for Rice. Rice has prostitution arrest history in other states. Rice is currently on probation from a prostitution arrest in Wisconsin last year.
Creel received a deferred sentence in 2003 in McClain County for two counts of bogus check.
Creel was also charged in 2007 in McClain County with felony possession of drugs in the presence of a cild under 12 and possession of paraphernalia.
Creel received a deferred sentence in 2005 in Cleveland County for possession of marijuana within 1,000' of a school, possession in the presence of a minor, possession of paraphernalia and maintaining a house that sells CDS.
Morton pleaded guilty to misdemeanor prostitution in Tulsa County in March and is currently on probation.
2005 was apparently a big criminal year for Phillips.
That year Phillips pleaded guilty in four separate state felony cases and one federal case.
In one case, Phillips was convicted of committing a drive-by shooting. In another Phillips was convicted of assault and battery with a dangerous weapon, pointing a firearm at another, and unlawfully carrying a weapon. In the third state case, Phillips was convicted of transporting a loaded firearm and possession of criminal proceeds.
Lastly, as mentioned previously, Phillips was convicted in federal court of engaging in the prostitution of minors.
Phillips served a combined 10-year sentence and was forced to register as a sex offender.
